Display the Development tab to enable form placement and VBA program development
Overview
By default, Excel 2007 and 2010 disable Visual Basic for creating macros, arranging forms, and so on. This section describes how to add development tabs to the ribbon to enable those features.

Excel 2010
To display the Development tab, right-click around the ribbon tab and select Customize Ribbon.
In the Excel Options dialog box that opens, check "Development" from the "Customize Ribbon" list and click the "OK" button.
Then, the "Development" tab is displayed on the ribbon as shown on the right.
Excel 2007
Click Office Buttons in the upper-right corner of the screen, and then click Excel Options.
When the Excel Options dialog box opens, select Preferences from the menu on the right, check Show Developer Tab on the ribbon, and click the OK button.
The Development tab of the ribbon is displayed.
