If you put a number in the vector panel and press the "OK" button, you can move the selected vertex or face. "Rotate" and "Expand" are relative only.

The parameter you enter is the amount of movement from the currently selected vertex position.

The entered parameters are moved to a position in the world coordinates. If more than one is selected, the position of the manipulator is used as the reference.
